On March 15, 2025, the federal government set the federal carbon charge to $0.00, effective April 1, 2025, through amending Regulations under the federal Greenhouse Gas Pollution Pricing Act.

The federal carbon charge has been removed from customer bills effective April 1, 2025. Please note that your bill will continue to show federal carbon charges incurred for any natural gas usage up to and including March 31, 2025.

Large volume customers that are registered under the Ontario EPS program and that provided exemption documentation to Enbridge Gas are already exempt from the federal carbon charge on their natural gas usage. These customers will therefore see no change on their customer bills due to the removal of the federal carbon charge on April 1, 2025.

There will continue to be a small facility carbon charge included in the delivery line on customers’ bills. This charge is associated with the costs to operate Enbridge Gas’ facilities that deliver natural gas to customers.

Ontario Emissions Performance Standards Program

In accordance with the industrial carbon pricing provisions of the Greenhouse Gas Pollution Pricing Act (GGPPA), Ontario’s Emissions Performance Standards (EPS) program for industrial facilities producing greenhouse gas (GHG) emissions above a certain threshold remains in force. Entities who are currently registered under the Ontario EPS must continue to comply with the EPS Regulations.

The Ontario EPS program regulates GHG emissions from large industrial facilities by setting an emissions standard that the registered facility must meet each year. A facility that does not meet the standard will be responsible for paying the excess emissions charge (and/or procuring tradeable credits, known as emissions performance units) to cover the portion of its emissions that exceed the standard. The EPS program is administered by the Ministry of Environment, Conservation and Parks (MECP), and replaced the federal Output-Based Pricing System (OBPS) in Ontario on Jan. 1, 2022.

The EPS program assigns a value to each tonne of GHG emissions, measured in carbon dioxide equivalent (tCO2e). This excess emissions charge increases annually each January.

Greenhouse operators

The removal of the federal carbon charge is applicable to all Enbridge Gas customers, including greenhouse operators, that were charged the federal carbon charge on their bills. Effective April 1, 2025, the federal carbon charge will be removed from customer bills, in accordance with the amended Greenhouse Gas Pollution Pricing Act (GGPPA). Please note that the bills will continue to show federal carbon charges incurred for any natural gas usage up to and including March 31, 2025.
