Project updates

This project is subject to approval by the Ontario Energy Board (OEB) and if approved, construction is anticipated to begin in early 2026 and be completed by the end of 2026.

In-person and virtual public information sessions were held in September 2024 to share more details about this project and to solicit comments from members of the public, regulatory agencies and other stakeholders. More information about these sessions, including the presentation, is available in the Project consultation tab.

A second virtual public information session will take place in November 2024 to present the preferred route.

The project’s environmental assessment process is underway, and the Environmental Report is expected to be completed by the end of 2024.

Project consultation

Indigenous and community engagement

The collective input from Indigenous communities, government agencies, municipalities, stakeholders, area landowners and the public play an integral role in the route and site selection process.

Prior to construction, public input is sought to ensure that the community is advised of the proposed project and involved in the decision-making process. This public consultation is a key component of the Environmental Report.

The consultation program also helps to identify and address stakeholder concerns and provide the opportunity for meaningful public participation in the project review and development process. Input received from the public information sessions is used to help finalize the project and mitigation plans that may be implemented during construction.

Once the project’s Leave to Construct (LTC) application is made to the Ontario Energy Board, any party with an interest in the project can participate in this process.

Notice of Upcoming Project letters were distributed to residents in the area near the project in July 2024.

The Notice of Upcoming Project was also published on DurhamRegion.com beginning July 22, 2024.

Public Information Session

Members of the public, regulatory agencies, and other stakeholders are invited to attend the project’s public information sessions to review the project and to provide comments.

An in-person public information session took place on September 24, 2024 at the Ajax Community Centre in Ajax. The first virtual information session was live between September 17 – October 1, 2024. The presentation from both sessions is available for viewing.

A second virtual information session to present the preferred route is scheduled for November 2024.

Regulatory information

The Seaton Employment Lands Pipeline Project is regulated by the Ontario Energy Board (OEB), an independent government agency that regulates the electricity and natural gas sectors. After a public review and hearing, the OEB will be able to issue a decision on the project’s application. All regulatory files about the project will be posted in this section.

Environmental report

In accordance with the OEB's “Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Projects and Facilities in Ontario, 8th Edition 2023”, Enbridge Gas retained the services of independent environmental consultant Stantec Consulting to complete the environmental assessment for this proposed project.

The environmental assessment identifies potential impacts of the proposed project on the social, economic and natural environments; local and/or provincial concerns regarding the proposed project; determines the preferred routing of the pipeline; and gathers input from government agencies, stakeholders, Indigenous communities, affected landowners and the public. It may also include mitigation and monitoring measures to minimize the potential impacts of the natural gas pipeline and associated facilities on the environment. The data, analysis and results of the environmental assessment will be detailed in the project’s Environmental Report.

Leave to Construct application

Enbridge Gas plans to file a Leave to Construct application for this project in Spring 2025.
