Project consultation

Indigenous and community engagement

Engagement with Indigenous communities is guided by the OEB Environmental Guidelines (2016), and also by Enbridge Gas’ Indigenous Peoples Policy. Enbridge Gas is committed to creating processes that support meaningful engagement with potentially affected Indigenous groups (First Nations and Métis). Enbridge Gas works to build an understanding of project related interests, ensure regulatory requirements are met, mitigate or avoid project-related impacts on Indigenous interests including rights, and provide mutually beneficial opportunities where possible.

Indigenous engagement commenced with the submission of a Project description to the Ministry of Energy. The response from the Ministry indicated that, based on the Crown’s assessment, no duty to consult was triggered. Regardless of whether the duty to consult is triggered, Enbridge Gas routinely engages with Indigenous groups potentially affected by Enbridge Gas projects and operations.

Public Notification

Project Commencement Letters

Notice of Project Commencement letters were mailed out to the OPCC, agencies, local Municipalities, directly and indirectly affected landowners, and Indigenous communities on April 22, 2022. Letters were also hand-delivered to landowners within 500 m of the Project location on April 25, 2022.

Regulatory information

The Crowland Test Well Drilling Project is regulated by the Ontario Energy Board (OEB), an independent government agency that regulates the electricity and natural gas sectors. After a public review and hearing, the OEB will determine whether to approve the project. In this section, you can review all regulatory files about the project.

Environmental report

The purpose of the environmental assessment is to: identify any potential impacts of the proposed project on the social, economic and natural environments; identify local or provincial concerns regarding the proposed Project; determine preferred well location; gather input from agencies, stakeholders, Indigenous and Métis communities, affected landowners and the public. As well, mitigation measures are recommended to limit impacts on the social, economic and natural environments. It is important to minimize potential impacts of the proposed test well and associated facilities on the environment. Leave to Construct application

On May 19, 202 Enbridge Gas filed a Leave to Construct application with the Ontario Energy Board (OEB).
